AppAdvice is a website and app that not only mentions apps that are available for sale but also gives a daily listing of apps which can be now free. This makes it the right place for finding free iPad apps. The AppAdvice app costs $1.99, however.
Another app that permits you to track the prices associated with an app is BargainBin. BargainBin enables you to set the price you'd like to buy an app you're enthusiastic about. If the app drops to that price or below BargainBin will present you with a push notification on your own iPad. You can then decide to buy or otherwise. I have used this app for a while and found so that it is very useful if this worked. However, it was very slow occasionally and even crashed often. You might have better luck than me.
There are several other apps intended for your iPad that serve the same purpose as BargainBin, but I have not found the one that worked as well (if this works).
